HEAD OF DEPARTMENT: STRATEGY, MONITORING & EVALUATION – E1

ERWAT seeks an assertive, innovative person, on a performance driven 5-year fixed-term contract, who can demonstrate organisational leadership at strategic and operational levels and navigation in a complex organisation. The person must have the ability to identify, develop and implement organisational performance indicators and business strategy.

Job Purpose

Lead and manage the Office of the MD (Communications, Risk Management, CSI, Security and ICT) to ensure the provision of efficient and effective services to ERWAT in accordance with legislative and statutory requirements. Implement, track and monitor ERWAT’s strategy, performance, and participate as a member of the ERWAT executive management team and fulfil the necessary requirements thereof.

Key Performance Areas

  • Draw up strategic business plans for the Communications, Internal Audit, Risk Management, CSI, Security and ICT Departments to ensure that business planning of the department is aligned to ERWAT’s goals, objectives and business priorities.
  • Evaluate and comment on the applicability of specific operational key performance indicators and measures against outcomes detailed in ERWAT’s strategic plans.
  • Manage the Office of the MD and set the necessary policies, rules and regulations in place to ensure proper and effective services namely: Communications; Internal Audit, Risk Management, CSI, Security and ICT.
  • Prepare, manage and monitor the capital and operational budget of the Office of the MD, including the total manpower budget of ERWAT to ensure effective and efficient functioning and cost control.
  • Identify designated staff responsibilities, authority and personal performance measurement criteria.
  • Ensure that Communications, Internal Audit, Risk Management, CSI, Security and ICT departments are represented in all relevant forums and meetings to ensure effective flow of information.
  • Ensure adherence to all ERWAT policies and procedures.

Requirements

  • BSc Eng. / B.Eng. / B.Tech Eng, or BSc. Honors (Natural Sciences) or Honors Degree (Social Sciences or Humanities)
  • Masters Degree in Business (would be advantageous)
  • 10 years’ relevant experience of which 5 years should be in a senior managerial role in a medium to large organization
  • Knowledge of MFMA will be advantageous
  • 5 years’ management experience, with focus in business process, planning, business plan development, reporting, financial management, business performance management, governance and compliance and development of strategic plans

The person must have the ability to identify, develop and implement organisational performance indicators and business strategy.

Job Purpose

Provide engineering oversight, direction and leadership to the maintenance department and to ensure the effective management of all operations within the department.

Key Performance Areas

  • Provide leadership and guidance to the Maintenance Department team and contracted service providers.
  • Ensure maintenance plans are implemented and followed to allow for the timeously maintenance of all electrical and mechanical services of the water and sanitation infrastructure within ERWAT.
  • Provide engineering expertise and implement effective and efficient relevant delivery approaches to Maintenance Department to ensure timeous and cost-effective maintenance, upgrades, planning of electrical and mechanical installations.
  • Ensure the Department utilises appropriate technology and applies best practices in the industry to be proactive and reduces downtime in order to minimise costs and maximise service delivery.
  • Ensure the Department is positioned to capably attend to expenditure requirements associated with normal, critical capital and ad-hoc deliverables identified as priority in the integrated development plan of ERWAT.
  • Determine the appropriate HR requirements and structures to ensure optimum efficiencies are achieved and maintained.

Requirements

  • BSc Eng. / B Eng. or B Tech Electrical / Mechanical Engineering
  • GCC (Government Certificate of Competency) Factories
  • The following will be advantageous:
  1. Certified Asset Manager or Certified Asset
  2. Management Assessor with the South African Asset Management Association
  3. Certified Maintenance and Reliability Professional
  • Masters degree will be advantageous

HEAD OF DEPARTMENT: INFRASTRUCTURE PLANNING AND PROJECTS – E1

ERWAT seeks an assertive, innovative person on a performance-driven 5-year fixed-term contract with knowledge of project management principles, excellent track record of working on complex projects, having a good understanding of contracts relevant to the water treatment industry and wastewater engineering and process.

Job Purpose

To manage and implement strategic research and projects at ERWAT, according to organizational objectives and sound project and research principles. Responsible for the optimum expenditure of capital for all ERWAT’s Water Care Works, pipelines and re-use systems under the jurisdiction of the company, to ensure adequate capacity to fulfil the mission of ERWAT.

Key Performance Areas

  • Strategic planning of infrastructure for long term growth and optimisation of existing assets
  • Provide consultative direction to multiple projects and programmes to ensure the effective integration and alignment with the development and application of technology for ERWAT
  • Negotiate the budget for capital works with the Executive Managers of Operations and Finance respectively
  • Implement effective succession plans, employees’ personal development plans, and recruitment and retention strategies
  • Format and communicate project goals that support the company vision
  • Ensure compliance to the relevant legislation e.g. Labour Legislation, Water Act, Occupational Health and Safety Act, etc.

Requirements

  • BSc Eng. / B.Eng. Civil / Mechanical Engineering or B.Tech. Eng. Civil / Mechanical
  • ECSA Registration – Professional / Engineer or Professional Technologist
  • SACPCM South African Council for the Project and Construction Management) Registration will be advantageous
  • Post graduate qualification in Engineering / Project Management / Business Management will be advantageous
  • 10 years’ relevant experience covering engineering design, construction, project management and commissioning for multi-disciplinary projects
  • Experience in a Consulting Engineering firm will be an advantageous
  • Thorough knowledge of OHS (Occupational Health and Safety) Act
  • Financial Management Skills
  • 7 years’ relevant experience at senior management level, ideally in a water and sanitation environment
  • 7 years’ relevant experience in managing professionals across multi- disciplinary teams, in medium to large operations
